We are honored to share the story of PFS’ Clients Meg and Brian Pennington.

 

CASA of River Valley serves as the Guardian ad Litem to children in Will and Grundy Counties in IL that have been abused and neglected by their loved ones, and so are in the care of the State. CASA serves as the only organization in the community that uses volunteers as Guardians ad Litem – our volunteers are appointed by the court to advocate for the best interests of the children removed from unsafe home environments.  Our volunteers serve all children in need, ages 0-21, without regard to race, religion, gender, disability, sexual orientation, national origin, or age.

CASA of River Valley’s mission is to recruit, train and support our Volunteer Advocates to effectively speak to the best interests of abused, neglected and dependent children in the Will and Grundy County juvenile court systems. Our primary goal is to ensure that all Will and Grundy County child victims have a CASA Volunteer Advocate working and speaking for them.  These advocates fight for and protect a child’s right to be safe, to be treated with dignity and respect, and to learn and grow in the safe embrace of a loving family.

A designated CASA Advocate is assigned 1:1 on a case, and meets with the abused and neglected children on that case at least once per month. In addition, our advocates gather case information on services provided to children and parents, and include it in a report to the Judge to help aid her in her decision-making.  We act as both “the voice of the child” and as the Judge’s eyes and ears. We ensure children aren’t re-victimized, and that they are placed in a safe, permanent home.

CASA is unique in that no other program does what CASA does.  Our staff and volunteers utilize a trauma-informed approach when dealing with abused and neglected children and their families. Employing this approach allows CASA of River Valley to infuse and sustain trauma awareness, knowledge, and skills into our organizational culture, practices, and policies.  Our rigorous training allows us to provide interventions and referrals to families dealing with domestic violence, substance abuse, mental health issues, homelessness, and poverty. We work diligently to fix root causes that can lead to child mistreatment while also using specialized tactics to minimize the effects of toxic stress and promote resiliency in the children we serve.

Since our inception in 1993, the River Valley CASA program has serviced the placement needs of over 3,000 children. During the fiscal year of 2019, 601 children were placed in DCFS custody in the area CASA serves.  Through continued enactment of our customized advocacy approach, our program continues to show steady growth, allowing us to serve more of these children each year.

CASA of River Valley is near and dear to my heart. I began as a volunteer for CASA in 2017, and in 2018 became a part-time employee. I love working for an organization that truly wants to make a difference in the lives of abused and neglected children and their families.  Due to the Coronavirus pandemic, CASA of River Valley is currently facing budgetary shortages related to strains on the economy. The application and disbursement of several of our largest sources of funding have been postponed indefinitely due to Covid-19.  CASA of River Valley must utilize all possible resources to ensure the safety of those who are most at-risk. We have been forced to adjust our community outreach and are projecting a downturn in donor contributions going into 2021.  At this time, CASA is at great risk of having to furlough essential staff members. It is crucial that our organization maintain enough staff to support current and new Volunteer Advocates in order for us to work with the families we serve not only now but going forward in the future, to rebuild together with the local community and support affected populations.
